primary regulator

The state or federal agency with principal supervisory responsibility for a financial institution. The financial institution is typically required to file quarterly statements of income and condition with its primary regulator. For a state-chartered bank that is a member of the Federal Reserve System, the primary regulator is the Federal Reserve Board; whereas a national bank is regulated by the Comptroller of the Currency.
