I am a dentist and have always desired to work in a rural health clinic. I am a dentist who has been excluded from participating in medicaid program because of a prior conviction for medicaid fraud in 1992. I requested sanctions be lifted in 2006 and that I desired to practice in a rural health clinic as there is a great demand for dentists in this area and I have been offered numerous opportunities for employment. Instead of working with me in this endeavor, the state proceeded to enact a law in 2009 that makes it a criminal offense to become employed by a federally funded clinic and Was told that I cannot work on private insurance/private pay patients as well as not being able to set foot in such a clinic. I am a veteran and do believe the state is violating and limiting my civil rights to equal employment and the right to earn an honest living for an infraction that occurred over 20 years ago..
